Digital Identification: New Flexibility for Foreign Nationals
Executive Decree No. 26 of November 11th, 2025, amends the existing rules and expands the options available for foreign nationals to carry and present their identity documents.
- Regulatory Background.
Prior to this amendment, foreign nationals were permitted to present the original and a physical copy of their passport or other personal identification documents in order to verify their general personal information.
- Amendment Introduced
Under the new Decree, in addition to the original or a physical copy, the presentation of these documents in digital format is now authorized, including photographs of the passport stored on mobile devices or through any other technological means.

50% Waiver of Immigration Fines
Through Resolution No. 38022 of October 14th, 2025, published in the Official Gazette on November 12th, 2025, the National Immigration Authority establishes the following:
- From October 15th, 2025, to April 15, 2026, a fifty percent (50%) exemption on overstay fines will be granted to foreign nationals who submit an application to regularize their immigration status within the national territory.
- This measure has been in effect since November 12th, 2025, the date of its publication in the Official Gazette.

Moratorium for Address Updates
Through a public notice dated 9th November 2025, the National Migration Authority established a moratorium on the updating of address information for foreign nationals, effective until 31st December 2025.
Applicants must submit the documentation corresponding to their residency status:
- Individuals residing in property they own:
- A notarized copy of the public deed.
- A copy of the resident identification card.
- An original or notarized copy of a public utility bill (electricity, water, or telephone).
- Individuals residing in rented property:
- A notarized copy of the lease agreement.
- A copy of your residence card.
- An original or notarized copy of a public utility bill (electricity, water, or telephone)
- Individuals who do not have a deed or lease agreement:
- A letter of responsibility.
- Certification issued by a Justice of the Peace confirming the place of residence.
- A copy of your residence card.
- Original or notarized copy of a public utility bill (electricity, water, or telephone).
Compliance with this requirement is essential to avoid sanctions, including potential fines or adverse effects on future immigration procedures.

Express Passport Service at Tocumen Airport
The Panama Passport Authority hereby informs, through an official communiqué, that effective Monday, November 24th, 2025, an express service will be enabled for the issuance of passports in urgent cases, available to travelers who request the service at the regional office located at Tocumen International Airport, Terminal 1.
- The issuance of the passport will incur an additional fee of seventy-five dollars (USD 75.00), which shall be added to the regular fee of one hundred dollars (USD 100.00) for standard applicants and fifty dollars (USD 50.00) for retirees.
- The express service will allow for the delivery of the passport within one hour, thereby facilitating the timely issuance of the document in circumstances that require immediate attention.
