Executive Decree No. 6 of March 11th, 2025, published in Official Gazette No. 30236 on March 14th, 2025 (hereinafter the “Decree”) establishes the Humanitarian Security Protection Permit and sets forth the following:
Conditions to apply for the Humanitarian Security Protection Permit:

All foreign individuals who (i) are in irregular status within the national territory, (ii) have stayed in the country for no less than one (1) year, may apply for this permit.

This Decree allows foreign individuals who have not been admitted as refugees by the Refugee Assistance Office (ONPAR) to apply for this permit, provided they meet the requirements for first-time applicants.

Foreigners who applied for the Temporary Protection Permit, established by Executive Decree No. 112 on July 13th, 2023, may request a six-year extension as provided in this Decree, if they meet the established requirements.

Having an entry stamp in the passport. Although this requirement is not specifically set forth in the Decree, it was included in a communication published by the National Immigration Authority.
Validity period of the Humanitarian Security Protection Permit:

It will be granted for a single period of two (2) years, individually for each applicant, and will include authorization from the Ministry of Labor so that the foreigner can immediately obtain a work permit.

After the two (2) years, the foreigner may request an extension, which will be granted for a period of six (6) years.

After this final period, the foreigner may proceed with the application for permanent residency.
Requirements to apply for the extension of the Humanitarian Security Protection Permit:

In addition to presenting the same requirements as the first application, except for the payment of eight hundred dollars (US$800.00) for the repatriation deposit, it will be necessary to provide (i) social security payment or income tax declaration with payment receipt from the DGI, and (ii) a criminal record certificate issued by the DIJ.
Requirements to apply for permanent residency:

In addition to presenting the same requirements as the second application, the foreigner must prove the condition that will allow them to obtain permanent residency, which may be for: (i) reasons of ties to the country; (ii) labor reasons; or (iii) fiscal reasons.
Costs of the Humanitarian Security Protection Permit:

First Application:

Payment of $800.00 for the repatriation deposit.

Payment of $250.00 for Immigration Authority.

Payment of $100.00 for a travel-valid ID card.

Payment of $100.00 for the work permit.

Extension and permanent residency permit:

The costs for the extension application and permanent residency permit will be the same as the initial permit, except for the payment of eight hundred dollars (US$800.00) for the repatriation deposit.

Deadline to apply for the Humanitarian Security Protection Permit:
- Applications can be submitted from March 14, 2025, to March 14, 2026.
National Immigration Authority
EXEMPTION FROM PAYMENT OF FINE FOR THE APPLICATION OF THE HUMANITARIAN SECURITY PROTECTION PERMIT
Resolution No. 6616 of March 12th, 2025, published in Official Gazette No. 30237 on March 17, 2025, establishes the following:

Foreigners who apply for the Humanitarian Security Protection Permit and have an expired stay will be exempted from one hundred percent (100%) of the fine.

This Resolution will take effect starting on March 17th, 2025, and its validity will be subject to the provisions of Executive Decree No. 6 of March 11th, 2025.
Ministry of Labor and Labor Development
WORK PERMIT UNDER THE HUMANITARIAN SECURITY PROTECTION PERMIT CATEGORY
Ministerial Resolution No. DM-048-2025 of March 17th, 2025 (hereinafter the “Resolution”), published in Official Gazette No. 30237 on March 17th, 2025, establishes the following:

Work Permit for holders of the Humanitarian Security Protection Permit:

Any foreigner who is granted a Humanitarian Security Protection Permit will also receive a Work Permit, allowing them to work within the national territory.

- Labor limitations for foreigners with the Humanitarian Security Protection Permit:

Foreigners holding the Humanitarian Security Protection Permit may not perform jobs reserved by law for nationals, nor may they engage in tasks that require special qualifications.

- Ministry of Labor evaluation for the cancellation or denial of the Work Permit:
-
The Ministry of Labor and Labor Development may interview or evaluate the foreigner granted the Humanitarian Security Protection Permit in order to determine whether the Work Permit should be canceled or denied.

- This Resolution will take effect starting March 17th, 2025.
