Executive Decree No. 3 of February 6th, 2026, establishes, within the Permanent Resident category, the subcategory of Permanent Resident as a Student, pursuant to the provisions of Chapter IV of Executive Decree No. 320 of August 8th, 2008.
- Establishment of the Subcategory of Permanent Resident for Students:
- First Stage: Upon verification of compliance with the established requirements, the National Immigration Authority shall grant the applicant a Provisional Residence Permit valid for two (2) years.
- Second Stage: Upon completion of the two (2)-year validity period of the Provisional Residence Permit, the foreign national may apply for Permanent Residence and shall be required to demonstrate compliance with the same requirements established for the initial application, except for the payment of two hundred fifty United States dollars (US$250.00) to the National Treasury.
- Eligible Applicants:
This subcategory shall be available to foreign nationals who have completed and/or are currently pursuing consecutive studies for more than six (6) years in the Republic of Panama. - Applications for Minors:
The application must be submitted by both parents; by one parent with the express authorization of the other; or by the person exercising legal custody and care of the minor.
If submitted by a third party, a notarized letter of responsibility executed by the legal representative shall be required, together with a copy of the identification document of a Panamanian citizen or a resident holding a valid immigration card. - Entry into Force:
This Executive Decree entered into force upon its publication in the Official Gazette, that is, on February 6th, 2026.
