The National Migration Authority has enabled the procedure for change or update of residence status online.
- Steps to complete the procedure:
- Access to the portal:
- Enter the “Migración en Línea” platform (right-hand side of the main page).
- Select “Applications” → option “Change of Residence”.
- User registration:
- Click on the corresponding icon.
- Select “User Registration” and complete the required information.
- Activate your account through the email received.
- Initiation of the procedure:
- Log into the system → “New Registration” → “Apply for Myself”.
- Complete the application form and upload the required documents.
- Verify that all documents are accurate and duly notarized (when applicable).
- Identity verification
- The “Online Photograph” option will be enabled.
- Submission of the application:
- Complete all required fields and submit the application form.
- Payment
- Complete the payment online using a Visa or Mastercard.
- Application follow-up
- Regularly check the registered email address for updates on the status of the application.
- If the statutory 30-day period is exceeded, an additional online payment may be required.
- Important
Maintaining an updated immigration status is mandatory.
Failure to comply may result in:
- The imposition of administrative sanctions;
- Cancellation of the residence permit; and/or
- Deportation.
“New Immigration Subcategory: Permanent Residence for Researchers, Scientists, and Professionals with Exceptional Talent in Areas of National Importance”
Executive Decree No. 6 of March 20th, 2026, creates a new Permanent Resident subcategory for Researchers, Scientists, and Professionals with Exceptional Talent in Areas of National Importance, as well as the Single Window for Scientific Insertion within the National Secretariat of Science, Technology and Innovation (SENACYT).
- Process Stages:
- First stage: Upon verification of compliance with the established requirements, the applicant shall be granted a Provisional Residence Permit valid for two (2) years.
- Second stage: Upon completion of the two (2) year period of the Provisional Permit, the foreign national may apply for Permanent Residence, subject to compliance with the applicable requirements. Once granted, the applicant and their dependents shall be entitled to obtain a permanent resident identification card issued by the Electoral Tribunal.
- Who may apply:
Foreign nationals with internationally recognized scientific or technological credentials may apply, provided they enter the country to carry out research, teaching, or knowledge transfer activities at duly established institutions or centers in Panama.
- Dependents of the Principal Applicant:
Migration protection may be extended to dependents, including duly accredited minors under guardianship, in accordance with applicable regulations. The validity of the permit shall not exceed that of the principal applicant.
- Favorable Conditions of the Residence Permit:
- The permit holder may engage in professional or employment activities other than those conducted within the sponsoring institution.
- The permit holder shall be exempt from import duties on household goods upon their first entry into the country, in accordance with applicable customs regulations.
- Applications may be submitted prior to entry into the country through a duly authorized legal representative.
- Single Window for Scientific Insertion:
This office is created within SENACYT as a support, guidance, and assistance platform for international researchers, scientists, and professionals.
Its main functions include:
- Facilitating the applicant’s integration into the country through guidance on administrative procedures.
- Coordinating with public entities to streamline processes.
- Generating statistical data regarding submitted applications.
- Maintaining an updated registry of international professionals in Panama.
- Entry into force:
This Executive Decree entered into force upon its publication in the Official Gazette; that is, on March 23rd, 2026.
