Repeal of the Tourist Transit Visa for Haitian Nationals.
Executive Decree No. 22 of August 25th, 2025, published in the Official Gazette on August 25th, 2025, extends the validity of Executive Decree No. 162 of December 19th, 2022, as amended by Executive Decree No. 30 of March 27th, 2023, which establishes the Transit Visa for Passengers or Crew Members as a requirement for Cuban nationals traveling in transit through the Republic of Panama.

Validity: By means of this Decree, the validity of Executive Decree No. 162 is extended until July 31st, 2026.

Application Regime: The Transit Visa for Passengers or Crew Members shall apply to all Cuban nationals traveling in transit through the Republic of Panama. This visa only authorizes the holder to remain in the international transit area of the airport for a maximum period of twenty-four (24) hours, solely for the purpose of continuing their travel itinerary.
- Entry into Force: This Executive Decree entered into force upon its promulgation in the Official Gazette, that is, as of August 25th, 2025.
