The Ministry of Health regulates the requirements for the entry to the country of national, resident or foreigner passangers with complete vaccination with covid-19 vaccines not approved by WHO, FDA or EMA.

The Ministry of Health (hereinafter, MINSA), through Executive Decree No. 883 of December 10th, 2021 (hereinafter the “Decree”), establishes the measures for the entry of national, resident or foreigner passangers with a complete vaccination with COVID vaccines not approved by the WHO, FDA or EMA, during the State of National Emergency, as follow:

NEW RULES APPLICABLE FROM DECEMBER 10th, 2021:

  • All travelers coming from countries with high or low epidemiological risk for COVID-19 will be exempt from the 72-hour preventive quarantine, provided that they have registered a digital or present a physical COVID-19 vaccination certificate with a complete vaccination (14 days after the last dose), with vaccines not approved by WHO, FDA or EMA, and a negative result of a COVID-19 test (PCR or Antigen) up to 72 hours of validity or perform it at their own cost at the air, sea or land entry point.
  • There are exempted from this provision, the exceptional measures adopted with respect to travelers coming from countries or regions with a very high risk of COVID-19 transmission, declared by the World Health Organization.

Comments:

The entry requirements that were established in Executive Decree No. 833 of December 10th, 2021, are maintained as follow:

  • Preventive Quarantine:Any traveler who enters the national territory by air, land or sea, will be exonerated from (i) performing any type of COVID-19 test at the point of entry and (ii) the 72-hour preventive quarantine, provided that they have registered a digital or present a physical COVID vaccination certificate with the complete vaccination (after 14 days from the last dose), with vaccines approved by the WHO, FDA or EMA.
  • Travelers from Countries with Low Epidemiological Risk of COVID-19:
    • All travelers coming from low-risk countries, who do not have a complete vaccination, will need to (i) present a negative result of a COVID-19 test (PCR or antigen) of up to 72 hours of validity or (ii) perform it at their own cost at the air, sea, or land entry point.
    • If you have a negative result, you will be exempt from the 72-hour preventive quarantine.
  • Travelers from Countries with High Epidemiological Risk for COVID-19:
    If the passenger does not have a complete vaccination or his last dose wasapplied less than 14 days, he must:

    • a. Present a negative COVID-19 test result (PCR or Antigen) for up to 72 hours of validity or perform it at your cost at the entry point.

    • b. Comply with a 72-hour preventive quarantine at your home, if you are a national or resident, or in an authorized hotel and at your expense, if you are a foreigner without immigration process,

    • c. Take a second COVID-19 test (PCR or Antigen), whose negative result will end the quarantine.

  • Nationals, resident, or foreigner under 12 years of age:

    National, resident, or foreign passengers under 12 years of age will be exempt from performing any type of COVID-19 test and the 72-hour preventive quarantine, provided that their parents, guardians, or caregivers meet the requirements established according to the level of epidemiological risk of the country of origin.
